The government has been warned that it must deal with the threat of data loss through its identity card scheme before it goes ahead with it.
According to a report by the Independent Scheme Assurance Panel (ISAP), the risks to data were so serious that the programme needed direction from ministers in order to maintain public trust.
The report said: "The government's top priority is the trust people can have in the security and safety of their personal data and central to this is identity data."
It added that it would be beneficial to clearly set out a "rigorous analysis of these risks" and develop strategies to address them.
The warning comes after the Information Commissioner's Office has repeatedly voiced concerns about the identity card scheme.
In October 2005 the Information Commissioner said he was "concerned that the extensive personal information retained on the proposed register is excessive and disproportionate" and that certain details that are deemed necessary are actually "irrelevant".
