Companies and the government are not protecting their customers' data according to a new survey.
The information commissioner said that an "alarming" number of breaches occurred last year and urged companies to make data protection a priority.
Richard Thomas, the information commissioner, said that two-thirds of the 94 security breaches were committed by public sector workers.
"Once again I urge business and public sector leaders to make data protection a priority in their organisation."
He added that data recovery had only occurred in three of the cases.
A survey by PricewaterhouseCoopers, for the Department for Business Enterprise and Regulatory Reform, found that 80 per cent of firms said their lost data was not encrypted.
Chris Potter, from the firm, said threats came from not encrypting data on laptops or memory sticks and using new technologies like Voice over Internet Protocol.
